Promoting Affordable Housing Act passes at Queen's Park

DEC 7, 2016  After all these years of advocating, the Bill that includes inclusionary zoning picked up speed at the end.

In the last week of November, Ontario Region staff made a deputation at Queen's Park. CHF Canada's recommendations focused on the part of the bill we believe could have a real impact on the development of co‑ops in Ontario - inclusionary zoning.

This week - Monday - staff were back at Queen's Park to attend the clause-by-clause meeting of the Committee, where Bill 7 passed, clearing the way for its third reading. By the end of business day Tuesday, the Bill had had its reading, was voted on, and passed.

At the clause-by-clause, the Committee considered amendments. There, the Government introduced changes to support two of our key recommendations:

  • They will allow affordable housing units to be produced off-site.
  • They’ll also no longer stipulate that municipalities can only use either an IZ by-law or Section 37 (community benefits) on any development but not both; with that stipulation removed, municipalities can now use both.

CHF Canada can be proud of the hard work put into building relationships at Queen's Park. While the last comments were being made before the final vote, our submission was directly quoted from! Congratulations to Government Relations Manager Simone Swail, Council members, staff and our social housing colleagues for pursuing this legislative breakthrough.

Being able to produce affordable housing units off-site makes co‑op housing development far more possible under Inclusionary Zoning. For more info:
